IBBI Registered Valuer in Ahmedabad
Ahmedabad's pharmaceutical, chemical and textile companies need a registered valuer when they bring in investors or partners, restructure family holdings, or buy businesses abroad. The report behind a preferential allotment is required by section 62(1)(c) and Rule 13, and schemes under sections 230–232 go to the Ahmedabad Bench of the NCLT. CA V. Viswanathan (IBBI/RV/03/2019/12333) prepares these valuations for Ahmedabad companies from Chennai.
In Ahmedabad's pharma sector the gap between a company whose plant is approved by a foreign regulator and one whose plant is not can be larger than any difference in their current earnings. The valuation has to say how much of the value rests on approvals already held and how much on approvals still to come.

When is a registered valuer's report required?
Under section 247 of the Companies Act, 2013 a registered valuer signs every valuation the Act calls for: preferential allotments and private placements (sections 42 and 62(1)(c)), sweat equity (section 54), non-cash transactions with directors (section 192), mergers and arrangements (sections 230–232) and minority buy-outs (section 236). Under the Insolvency and Bankruptcy Code two registered valuers per asset class determine fair value and liquidation value. FEMA pricing for non-residents is certified by a chartered accountant, merchant banker or cost accountant, and share swaps need a merchant banker. See who signs which valuation.
How is a pending approval priced into an Ahmedabad pharma valuation?
Illustration (assumed figures)
With the pending approval, cash flows support ₹900 per share; without it, ₹500. If the evidence — inspection history, responses to observations, the regulator's timelines — supports a 60% probability of approval, the scenario-weighted value is 0.6 × 900 + 0.4 × 500 = ₹740 per share. The report shows both scenarios, so the effect of a different probability is visible.
What must an Ahmedabad company value before buying a business abroad?
An Indian company acquiring a foreign company makes an overseas direct investment, and the price it pays has to be supported by a valuation on an internationally accepted pricing methodology, as the Overseas Investment Rules, 2022 and RBI's directions require. The acquirer's board and its authorised dealer bank rely on that report before the money leaves India.
Valuations for Ahmedabad companies
Chemical plants and their consents
A chemical plant's value depends on its consents to operate and its environmental clearances as much as on its capacity. The valuation checks that the capacity assumed in the projections is the capacity the consents allow, and treats expansions as uncertain until they are cleared.
Textile groups with mills and trading arms
Ahmedabad textile groups often combine a mill, a processing unit and a trading company. The valuation separates the asset-heavy manufacturing entities from the trading entity, whose value lies in working capital and customer relationships, before any group-level transaction is priced.
Regulatory approvals as value drivers
For Ahmedabad pharma companies, approvals of plants and products by foreign regulators can be the main source of value. We test projections against the approvals actually held and treat pending approvals as a risk to the cash flows.

Frequently Asked Questions
Do I need a registered valuer for a funding round in Ahmedabad?
Usually yes. A private company issuing shares to new investors does so by preferential allotment or private placement, and section 62(1)(c) of the Companies Act, 2013 with Rule 13 of the Companies (Share Capital and Debentures) Rules, 2014 requires the price to rest on a registered valuer's report. A rights issue to existing shareholders in proportion to their holdings does not need one.
Is a CA valuation certificate the same as a registered valuer's report?
No. A chartered accountant's certificate is accepted for FEMA pricing under Rule 21 of the FEMA (Non-debt Instruments) Rules, 2019, but Companies Act valuations must be signed by a registered valuer (section 247). CA V. Viswanathan is both, so one engagement can cover a round that needs both reports.
Can a registered valuer in Chennai value a company in Ahmedabad?
Yes. IBBI registration under the Companies (Registered Valuers and Valuation) Rules, 2017 is valid across India and is not tied to the state where the company is registered.
